I'm 99% sure this is a custody dispute and not a real perv kidnapping of innocent little children.
The fact that they immediately had the make/model/lic.# pretty much proves it's a known person/relative, most likely an ex, who may possibly have a justifiable (although not legal) reason to remove a child from a bad situation/parent.
These seem to account for most amber alerts I've gotten.

I thought I read earlier that the car was stolen with the kids in it. That would explain how they knew the make/model/lic#.

kidnapper was children's biological mother
mom stole a car that the children were in
car and children have been located in Florida and are safely in custody of a sheriff's department there
mom's on the run still
