I don’t believe any mental diffeficies were involved here. Young guy was angry that he couldn’t do what he wanted and he was not able to control his emotions and he wasn’t going to let anyone tell him what he could not do.

you just don’t carry around something like that...it’s tits up stupid on multiple levels
that’s the kind of thing you keep handy if you are expecting a shootout.
