Almost all the delays caused by regulatory red tape. There is a nuclear option but the bed-wetting retards don't want it.

No, the GA PSC is Southern's puppet, anything SO requests gets rubber stamped. It is primarily due to construction delays due to zero talent/capacity of Westinghouse and it's subs due to no one working on these types of projects in 30+ years.
