A more valuable study would be:
How many trillions have we spent on "enforcement" and "studies" and bussing, and forced school integration, etc since the Civil Rights Act was passed.
A secondary study would be to estimate how far along our space program would be, and how many planets we'd have colonised by now if we hadn't wasted all that money.
