Yes, but that's not an actual warning so that a major metropolitan area of the state can plan. There is possibly an excuse to keep the population in the dark, but there is no excuse for the city admins to be in the dark.

Looking at social media replies NOLA residents want to file a FOIA on Entergy and start a class action suit because they deemed the power cuts racist due to the areas cut. 
Someone quipped that Entergy should have cut the power during the day when temperatures weren't so cold. SMH.
