Every faucet in house is working except the cold water side in 2nd bathroom sink, hot water side is fine, toilet refills normally and bath flows normally. What's your take? Was working earlier

Is it on an exterior wall? Sounds like it’s frozen but if it’s made with pex it may not bust.

Had a similar problem last night. Have double sinks in master bath. One side worked fine and other side only had a little water coming out. Piping is on outside south wall but house heat has been on all day.
I unscrewed the fitting on the water spout and found several black "chunks" on the screen. Washed the screen off after turning on the water and it came out as normal.
Easy 5 minute fix, thank goodness.
