Permafrost prevents draining and runoff. So water pools on the surface, which attracts mosquitos.

The worst mosquito problems are in mountain valleys and in the arctic tundra.

Mosquitos are bad here in July. As long as you stay above tree line or keep a smoke pot around it isn't too bad. The white socks are what I hate. I just keep a bug net on when I am out. I have gotten used to it so it is not too bad. To me, having to keep an eye out for bears is a larger concern.
