Would you prefer they punch her in the face? Hog tie her? What is your suggestion that is "better" than pepper spray.

You don't have any kids do you? I have 6 kids that range in the age from 1 to 16, and 3 of them are 9 and older. if you can't control a 9 year old that is already hand cuffed and is in the back of the police car already then you shouldn't be wearing a badge. If you don't have enough discretion or the thought process to realize you know this kid is hand cuffed and already in the back of the police car, I probably shouldn't or don't need to pepper spray them then you shouldn't be wearing a badge. Why are my only options hog tying and punching the kid in the face? I don't know, maybe I grab the kids legs push them all the way into the car and then buckle the kid up, they are after all already hand cuffed.

What’s the Rochester Police policy on use of force and minors?

I do, but I'd never need to call the cops on mine, so I'm not sure that's a good measure to use here.

Sounds like they did control her.

Why are you sure this was an option?
