Corrupt sobs. Atlanta is a lot bigger than that.
Why not just merge DC between Virginia and Maryland. Then rotate the capitol between the states? Move it every 2 to 5 years.

Virginia already got it’s half back. Just give the district back to Maryland and carve out the WH and Capitol Hill and key government buildings for a national Capitol territory that has no residential population.
