re: How did it come to pass that a president can invoke executive orders?

Executive orders are authorized in the constitution under the provision that the laws be “faithfully executed.”

The idea being that the executive branch can use them to make sure that laws are enforced.

However, congress has let presidents run amok with executive orders. Pussies.
