It’s weird how fast they prosecute people like Oliver Stone or American citizens, but they never seem able to convict swamp rats.

Well, let's be honest....swamp rats have the benefit and advantage of having literally all the best resources in the world available to them to cover their tracks and/or set up secret, metaphorical "escape hatches" for themselves.
