The number is could be supportable.

The penalties for knowingly filing false tax returns are higher than the penalties for losing your 501(c)(3) status.

On top of that, failing to register as a lobbyist firm, and other gotchas could add up pretty fast, lol.

The Clinton Foundation employees lobbied their friends in DC all the time to get meetings set up (in exchange for donations).

Everyone knows these things are subjective and they always go with the highest possible number. Go peruse the OIG website for some prime examples.
Medicare fraud cases frequently get over $1BB.
