I’d like to know what these overweight people think “regularly active” is, versus what it actually is.

Well rolling over in bed would elevate their heart rate. So getting up a few times a day to get more snacks from the kitchen would be like running a marathon.

One example is the overweight secretary who is always talking about how many steps she got in today

Getting your 7500 steps per day is probably "active".

I read some article once that in being asked how active one is that it is generally overstated by 50 to 75%.
