The leader of the GOP in the house, Kevin McCarthy, flat out said that he opposes impeachment and would've never brought it to the floor and did everything he could to kill it in committee.
It's never brought to the floor, there's nothing for RINOs to threaten Trump with.
Control of the committees is important.
