They still do that on the I10 corridor coming in from Texas and I believe Texas has an entire police sub force that just stops people on i10 and I20 looking for out of state plates and drugs.
Hence the "I-10 Dope Zone". Edit: Supposedly in the DEA museum (wherever that is) there is a picture of a guy running and white powder flying up everywhere and the police behind him and the photo is labeled something like "A Drug Bust in Shreveport, La"
