Are you sure? I thought that 25 years of service would qualify you for the 2.5% benefit factor. If you work < 24 you would get some sort of actuarial formula.
25 years of service x 2.5% benefit factor x 5 year average salary = pension.

Highest 3 years x 2.5% (unless hazardous duty) x years of service............it's that simple
