They essentially have complete control. They could easily exempt themselves from the County mandates, and there are no state mandates or restrictions. Bob Iger is leftist, so they not only bow to what Orange County asks (masks), but exceed their requirements. They did make some deals with their union as well, but very willingly. It is the picture of hypocrisy to see all of their characters and performers maskless while many cast members have to wear masks AND face shields.
As of Jan. 1, capacities have been raised again and park hopping is back. What capacity limits they have are purely of their own making as the state said that they could open fully months ago with no restrictions.
The same goes for the other parks. Universal Orlando has been open since the first of June, as has SeaWorld and Busch Gardens. They might be open a full year, and completely back to normal operations, before their California counterparts are allowed to crack open a gate, and I'm sure, with a full list of restrictions and requirements.
