All that digging is going to be expensive. Building appropriate columns to support that mass above will be a major undertaking. Finally, the drainage infrastructure necessary to keep all that underground space from flooding will be substantial. Seems pie in the sky expensive for a government that can’t build a tall fence across a bunch of scrub desert.
