A) much about the response to this virus makes little to no sense.

All these rule changes aren't changes at all. They are either extensions of exceptions or temporary exceptions. I have yet to figure out if they are motivated by virtue signaling, fear of litigation, or good ole "do something even if you don't know what to do". Actually, most of it is indeed based upon having players feeling obligated to participate in team activities (fear of litigation). So they are giving the players the ability to not participate with no harm no foul.
So they haven't waived/excepted that particular rule. The reason being is because it is a penalty on the school, not the player. If we can't take one because of Cox, the player has over 130 other options.
