What are the limits of human beings.......

in terms of running or swimming speeds?
After having been privileged enough to watch both Usain Bolt and Michael Phelps perform what seem like impossible tasks, one has to wonder what the ultimate limit is for an individual. There MUST be one. Records cannot just go on being broken indefinitely, obviously.
Bolt in particular looks like a circus freak. How could anyone ever equal his feats?

Well the pools and tracks are always becoming faster, and the new technology that goes into the gear they wear helps their performance as well.

I'm not sure you understand how evolution works..

In this case a different/more advanced stage of athleticism.

that is not biological evolution. that is evolution in the sense of evolution of language or music.
using that definition, it would still be possible to devolve, since it is not guaranteed that it must get more advanced.

with technology improving and genetic doping coming in the future the the ceiling effects will be even higher.
but as far as human performance for someone drug free without improving technology such as swim suits, changes in rules or equipment. id say 1-5% maybe more or less depending on the experience of the athlete.

Could we see a sub-9 second 100 meters in our lifetimes?

i don't think so. however i do see low to mid 9's in the near future and by that i mean 15-20 years from now. however i dont know much about track. i do know for instance in sydney for olympic weightlifting only one guy tried to a 600 pounds clean and jerk, he was able to get the clean but the jerk was no where close. in 2008 the winning clean in jerk was 568 pounds, and the defending 2000 and 2004 olympic gold medalist had retired due to health problem. i think his best (rezazadeh) was pushing 580 pounds.
but lifetime is a relative term depending on how long you want to live
