My hunch without looking it up is that the second row is the copyright date for this series and likely the first time published as part of this set.

The first row numbers are probably the publishing years for the original biography.

If you grab an older person like for John Adams, it’ll probably have a much older year in the first row and 1899 or near it in the second row like the one in the pic for when it was published as part of this set.
