If we are to believe masks work to prevent Covid spread...

wouldn’t it make sense to have uniformity of masks that have been verified as effective through a verified, reviewed study?
The fact that there is zero uniformity of masks and that almost none of the designs have been verified to prevent the spread is puzzling to me.
I do think tha certain masks, like N95s, probably do prevent spread. However, there is a very low percentage of those in use it appears.
Why have we not seen uniformity of mask type with the mandates?
