That was a correct statement, until just recently. I was on CNO a couple of months ago, and the dining car was back in full service with much better quality of food than previously. They were serving meals "to go", so you could either stay in dining car or take to room. The salmon was pretty decent. Although the food service on CNO still lags other long-distance Amtrak trains, it's not necessary to bring your own food. And meals are included in ticket price of Amtrak rooms.
