You can't solve what they think is hiring discrimination by ignoring names and races, you have to make the "victim" party's race the MOST IMPORTANT aspect. Its better to hire BECAUSE of race than to hire out of racial neutrality. They believe even racial neutrality is racist.

The entire mentality boils down to "you're either with us or against us".
