Because it is gets wide use by groups protesting the government. The most recent to widely use it is the tea party, this surge in popularity in using it got other way more extreme far right groups using it.
The EEOC never declared it racist but said it is being used by groups who are definitely racist. It sucks when cool parts of our history such as this flag get pulled in by douchebag groups for sure.
