I liked some of her chapters from "Oathbringer," (I think) when she met with people that were obvious Worldhoppers.

I really don't like her chapters and if I do - it is because of the other people in the chapter.
Also, Sanderson has broached this subject repeatedly as sort of a common complaint in multi-viewpoint fantasy worlds. He says that any time you have multiple viewpoints going on, a large portion of the fanbase will end up rating the viewpoints: Favorite, Enjoyable, Least Favorite, etc. - so the least favorite viewpoint character keeps getting pushed further and further down as people read the whole time just wanting to get through it and back to the parts they really enjoy.
I only really find that really happens for me on the first read-through when I am excited to figure out what is happening next. If i STILL hate a characters viewpoint on re-reads, it usually mean i just really don't like that character - So I will have to wait until I go through the series again to find out if I really hate Shallan that much or if she is just mildly annoying made worse-so because I want to skip ahead to better parts of the story.
