No, $15 million for 2 years means 15 million over 2 years, aka 7.5 per year.

Clippers will almost assuredly want to use their MLE on 2 players (something like a Rondo/Baynes combo), so they may be offering slightly less to leave 3 million or so left over.
I believe the full MLE is 9.7 million, so they could give Rondo 6 mil and 3.7 to someone else. Rondo could be using the 7.5 number to get the full MLE.

Depends on how their off-season goes. If they bring back their free agents then I think they end up in the tax. Right now they're at 115 million, tax line is 132.

not necessarily
for a cap space team, 15MM gtd over tow years easily could (and should) be 15MM yr one + a non-gtd year at whatever. ATL doesnt care and neither should rondo
