Throw 4-6 girls into one voting group. Everyone gets 1 vote. The two girls with the highest votes at the end go on.
Do that for four groups. Then move the 8 girls on and make a bracket that way. I think a lot of how this got messed up was some of the favorites were paired very early instead of weakening the field some. Colleen and Hilda had some easier matchups.
