I've always heard some story that Shreveport basically could have been Dallas with the oil industry but Louisiana and the city itself screwed the pooch. Not sure if its true of not though, but I feel like there has been a similar situation with South La and industry moving to Houston. Such a shame La always ruins itself.

oil went below 10 bucks a barrel. it had little other business opportunities (like Dallas does) so it crumbled with the oil industry
casinos were brought in and that actually helped rebuild large areas, like downtown
South shreveport has tons of money still
