Why is it always tourist that get gunned down in the ghetto?

Why don’t locals from other neighborhoods get gunned down in ghettos like Hollygrove?

Maybe they weren't "tourists" maybe they were instigators of some sort.

Years ago I was speaking with someone from Houma who hated New Orleans, and she said her parran was shot and killed in the 9th ward when he was joy riding his motorcycle around there. And I told her he shouldn't have been riding around there.

Of course she argued and said he did that all the time. Well, turns out he was a cocaine user ... so I'm guessing it was a bad deal or something. But, according to her, it was just terrible, bad, voodoo-ridden New Orleans.

I lived in mid city and just never went in that area, ever.

Wut? The vast majority of people getting killed in the hood are those who live in the hood or are from rival hoods. Also, the victims in this shooting don't sound like tourists based on their description. I'm thinking the NY car was stolen.
