I can't see how anyone can take this guy seriously at this point. Hes all over the place.

It’s because (and I know for some, I’m blaspheming by saying this) the fricker doesn’t know what he’s doing.
He’s a bureaucrat who went to work for the government right out of his internship in 1968 (which ought to tell you something right there). He’s been out of the trenches too long.
