If Mr. Joe Blow of Acme Corporation doesn't want GM to build a plant, and Mr. Blow gives enough money to the right people, well then damnit. GM will not build a plant here. Plain and simple. Or if GM does build a plant here, you will have this guy and that guy running to the meeting asking up front what GM will do for roads or education or anything else the state neglects. GM will be there to discuss the plans, and will get bombarded with demands and requests before their asses hit the seat.
Meanwhile, you have states like Alabama and Tennessee who are open to the idea of bringing in a major player to build a plant that will employ citizens of the state and will be a win/win situation for everybody.
