Says everything right there in that first sentence. If you still can’t figure out why the spent $2 billion there instead of untold billions elsewhere like here then you’re not the sharpest tool in the shed. Plus besides the costs of the physical plant, one assumes they already have a labor force and most likely unions to contend with.
