Not saying it's not true but nothing has been publicly mentioned about a handler(they're usually known about through one source or another) and nothing in that post even alludes to a handler.
One of the most well known recruiting commandments is to identify and recruit the decisionmakers in a recruitment. That is usually important because kids always seem to have different folks steering different directions/schools. It's in fact more common than not. Schools fans moan and groan when it's other schools mentioned to have people in the camp pulling a different direction than their school yet fail to mention it when it's theirs that has people pushing. Funny how that works.
Foreman has people pushing USC. Smith, according to the op, pushing UGA, Ryan has people pushing LSU(family member on the staff says hello). Thomas people pushing Bama and LSU. It's always a part of recruiting a kid. Selling your direction better than the others
