Medicaid sucks.
Medicare is supposedly awesome.
No one would get behind a “Medicaid for all” plan. So they pretend it would be “Medicare for all.”
But reimbursement would go off a cliff. Provider participation would crater.
And presto. You’ve got Medicaid for all.

Good point. It probably would become Medicaid, which does suck.
However, Medicare is not awesome but it's better than Medicaid.

Best I can tell advocates are absolutely sincere about wanting the payments on the Medicare fee schedule. But most hospitals can't survive on the commercial rate for Medicare trade and you'll end up with the provider participation issue you describe. I don't think it ever gets to Medicaid for all. It fails when hospitals close all over the country in towns and small cities.
