Marijuana is legal in Guatemala (which in parts is terribly 3rd world). Cocaine is produced there in large amounts, the government knows this and does nothing about it. Even though cocaine is illegal.
As of most of Africa, marijuana is illegal, but most of the time it's not enforced, especially if the farmers give the government a share. Many farmers in some of the countries prefer to grow marijuana because it makes more money than food.
