Occam's Razor makes the most sense here.

You can believe the theory that was posted in the OP(posted from a Twitter account notorious for being wrong a lot)

or you can just go with the most simple explanation here.

Barr is too afraid, or too unwilling, to bring these corrupt bastards to justice. However, he knows that there is just too much publically known evidence and info out there about all this to do nothing.

So what is Barr doing? He is just funneling this information through Sydney Powell instead of doing his own report. What Sydney Powell is reporting IS the Durham/Barr report on Spygate.
