No. This is why much older films always appear to be moving so fast. It’s almost a trope now to portray an old timey black and white movie when portrayed today to mimic it.
If the frame rate was lower back then, they’d need to speed it up to match today. Thus faster. 24 is about the minimum the human eye can See without seeing flickering.

They are sort of known for the slow footage. People loved it.
