Go through this list. How does this not dissuade the black lives matter and ANTIFA crowd from creating mini-portlands all over his state? Pandering is speaking words to gain favor to one segment of society, without actually doing anything. Nothing in here is pandering. It is ALL ACTIONABLE ITEMS. Please, prove me wrong.

* Criminal penalties for disorderly assemblies, using RICO to hold those who fund it accountable.
* Felonies for incapacitating roadways
* Prohibition and penalties on toppling monuments and public property
* Prohibition on harassing people
* Mandatory minimum jail sentence of 6 months for anyone in anyway involved in throwing stuff at officers, with enhanced penalties applied to assault and battery
* No bail
* Extra penalties for those from out of state involved in disorderly conduct
* Not allowing communities to defund the police. If they defund the police, the state defunds them
* The state will waive sovereign immunity and allow victims to sue communities who fail to protect them and property.
