i'd rather pay the 16/g at a safe well stocked dispensary with multiple strains to choose from that doesnt risk a misdemeanor possession arrest

The Supremacy clause?

So, these things are regulated by statute and federal regulations, notably the schedule of controlled dangerous substances. Downscheduling it to even Schedule II makes it medically available everywhere - Schedule I makes no sense for MJ and it remains there for bizarrely bipartisan (and corrupt) reasons.

But, reasonable people can disagree on relatively unfettered recreational access and medical/by prescription only and particularly states for which are currently going through those transitions.
