Penn State went 3-9 and 4-7 in 2003 and 2004. Only wins were against Temple, Akron, UCF, Kent State, Indiana x2 and Michigan State.
The 6-4 loss to Iowa was one of the most depressing games I've seen.
Then in 2005 they went 12-1 and finished #3.

That's in the upper echelon of sadness along with the 3-2 Auburn/Miss St game and the 6-3 2OT Wake/VT game.
