Need to raise the taxes on helmets and cycling gear so they can pay for their own roads for safety.

Has anyone ever been giving a ticket for riding a bike on the sidewalk? What are the fines for it? Do you need a cycling license. What if you plead the 5th during the cycling stop and don't have an ID? Will the officer take you to jail and then steal your bike. So many questions. Maybe cyclists need to have their own special license to drive on the roads like every other form of vehicle.
