Yeah, many specify the necessity for a certain margin of victory to qualify for recount but not all (pretty small margin of course), and some even require the requesting party to foot the bill for the recount. But like you said, it varies a decent amount from state to state. I for one am of the opinion that there won't be as much ability to mail in vote that would foster this possibility as many think.

Votes need to count only for that night.
The SOS is appealing it, but a federal judge (Obama appointee) just ruled that Georgia has to count all mail in ballots that are "postmarked" on election day and arrive at the county election office by Friday November 6th.
State election rules says ballots have to be received by 7PM on election day.
