There's reports that United are waiting until the last week of the Window to buy Sancho hoping Dortmund will accept a lower offer. They obviously won't sell for a lower price so United just doing what they always do. Leaving it until late and then paying the full price asked. There's also stories saying Ole spoke with Sancho and told him that the deal is still on and he'll be a United player soon. Following Manchester United transfer windows is very aggravating and stressful.
