HELP Needed UTV Title

Hi All,
I'm not sure if this is the correct forum to ask this but I thought I would give it a shot.
I am looking to buy a Polaris Ranger in Texas. It currently has an open title. The original owner signed it over but the new owner never registered it.
he said I could just sign on the buyers line and that in Texas it doesn’t require a notary. Is this true? How would I go about registering the unit in Louisiana?
Any help is appreciated!!

If I was crossing state lines a lot or hunt a lot of WMAs I might worry about it but I have never registered a sxs or a 4 wheeler and never been checked. We used to hit a roadblock around Tylertown, MS all the time. Game wardens checking dudes coming across st. Lines. Never asked anything about registration.

Texas is indeed a non notary state.
But...
You need a copy of every owner's driver's license to register. Meaning you need his and the other guy who signed.
Also, louisiana will likely make you pay taxes twice to register. Once for his failure to register, penalties and interest on the fact that he didn't do it in a timely manner. Title and registration fees to register it to him. And then your taxes and titling fees to register it to you.
And in the middle of all of that, louisiana may say you owe his taxes to texas and then your taxes to them.
He needs to pay his taxes and title the unit to him. And then you only need his driver's license.

Since you are asking about registering it, I'm assuming in LA you can get a tag (or some type permit) to operate on a public road?
In MS you can't get a tag for a sxs, so no need (or way) to register.
If you can and do register it, you'll likely be hit with some type of sales tax and usage fee(s).

If you get insurance on it you will have to register it. I bought one once and got insurance. About a year later it was stolen so I claimed it on insurance. Insurance paid for it but took out registration fees and back money owed for not registering it timely.
