This happened to the Marigny, Bywater and St. Roch in New Orleans. Pre-Katrina is was mostly a struggling part of the city with a few nice houses here and there. There were no restaurants, not many businesses and just overall pretty seedy. A lot of those people didn't come back after Katrina for one reason or another.

Then the money came in. Hipsters with money started buying traditional New Orleans style shotgun houses or doubles and for cheap and completely restoring them. Once that went on for a few years the young professionals started moving in. Then the cafe's started opening, then coffee shops, then retail shops.....

That place did a complete 180 and is now a completely vibrant active part of the city.
