unless you have another line underground for a different station i would have been 99percent sure your valve had trash on the diaphram...
i question if the new valve is faulty...you should not have to do this because they installed it but open top of new valve and mske sure they did not get dirt in the line when installing....which may now be holding the diaphram open and bleeding....
