Beef is graded solely on the ribeye. A “prime” brisket just means that it came off of a cow that had a prime ribeye. Theoretically, a “choice” brisket could have better marbling than a given “prime” brisket.

Of course there is a reason why they inspect a specific portion of the rib determine there grade of the cow. As they say, “ribeye don’t lie”
