This is actually how I interpreted it. The real 'hurricane Isaias' is at the southern border, crashing into it and threatening it. It's also a Hispanic name, so the theme fits.
Otherwise it would've been drawn threatening where it actually landed, and if you notice it's only an outline of the US and Mexico and Canada are left off. It also shows the southern border area as well as the east coast "inundated" with that darker shading. Methinks that was all intentional.
