Enacted? No. It's been on the books for over 80 years.
Enforced? Absolutely.
Remember, Biden, Hussein, Rice, Clapper, Yates, Brennan, Comey, et. al. held a meeting in Jan. 2017 in an effort to determine the viability of prosecuting Gen. Flynn on the Logan Act, a statute on the books since 1799 but never successfully prosecuted.

Technically, I believe that the Postal Workers' Union itself isn't made of federal employees. It's a loophole, to be sure.

No, but those who work for the union proper (which is the body making the endorsement) is made of private sector individuals, and what can be assumed are former federal employees aka Postal Workers.

Because the union is a separate legal entity that is not employed by the federal government.
Same with the Border Patrol Union endorsing Trump. Not a violation.

I don't know that giving a political party acceptance speech from the White House would violate the Hatch Act, but it would indeed be very bad form ... in that it would further blur the distinction between "President as leader of our country" and "Individual as leader of his political party."
